Project Summary

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.

Position Summary

Tetra Tech seeks an Electricity Lead who will lead the analytical, policy, and legislative work to advance electricity market reform development in Ukraine. This position will manage power system modeling and infrastructure development, including supporting network (transmission and distribution) development, enhancing synchronous operation with ENTSO-E, and improving the resilience and sustainability of the electricity sector. This position will report to the Deputy Chief of Party (DCOP) – Technical. Interested candidates must be based in and eligible to work in Ukraine. This is a full-time position for the duration of the program (until April 2029), and hiring is contingent upon client approval.

Essential Job Functions

  • Plan and manage the electricity team’s work based on annual plans, monitor implementation, and ensure quality of outputs as per the program contract and annual work plans
  • Build and maintain effective partnerships with the Ministry of Energy, regulator (NEURC), Parliamentary Committee on Energy and Utilities, market operator, guaranteed buyer, electricity producers, associations, Ukrenergo, distribution system operators, other program beneficiaries, and other international development partners
  • Lead program activities related to electricity market design and policy implementation with the goal of full market integration (including market coupling) with neighboring EU and Energy Community member countries
  • Coordinate drafting of primary and secondary legislation related to the electricity and renewable energy sectors to address identified gaps and to ensure that Ukrainian legislation aligns with that of neighboring countries and with best practices
  • Develop and implement activities on regulations, roadmaps, and mechanisms to enhance transparency and competition in the electricity market segments, eliminate non-market mechanisms, and ensure the financial stability of different market segments, including but not limited to the facilitation of proper financial settlement and clearing mechanisms
  • Facilitate competitive performance across all electricity market segments, such as day-ahead trading, bilateral contracts, and real-time balancing, by actively coordinating with both national and international stakeholders
  • Analyze global trends in the development of energy generation and energy storage, including legislation, existing and prospective models of support frameworks, and technologies, and recommend the one Ukraine should apply with the goal of facilitating market-based, commercial operation of projects
  • Lead program activities in financial modeling and analysis of the electricity market, including the renewable energy support mechanism and the household public service obligation (PSO)
  • Prepare and implement capacity development for program beneficiaries in the electricity and renewable energy sectors
  • Lead program activities related to attracting private sector investment to the electricity sector, including privatization of state-owned enterprises
  • Lead power system planning activities, including network development plans to accommodate demand growth and renewable energy integration, grid modernization solutions, energy storage, smart grid technologies, and digitalization
  • Supervise activities to enhance the synchronous operation of the Ukrainian power system with ENTSO-E, maximize the use of available cross-border capacities, and increase interconnection capacities
  • Implement transmission and distribution network development projects for the transmission system operator and distribution system operator, including projects on distributed electricity generation and microgrids
  • Manage technical activities on electricity infrastructure recovery and development, including modeling (technical and economic), analysis, and planning toward ensuring the long-term security of supply and resilience
  • Assess the materials and equipment required to restore damaged power system infrastructure and to develop new generation and/or network capacity
  • Lead, mentor, and manage a team of experts and deputy leads

Required Qualifications

  • Bachelor’s degree in electrical engineering, economics, business management, or related field
  • Minimum of seven years of relevant experience in the electricity sector
  • Strong experience in electricity market regulation and reform implementation, including generation, distribution, transmission, electricity trade segments (wholesale and retail), and energy support mechanisms
  • Hands-on and project management experience in electricity market reform, facilitation of market competition, power system planning, ENTSO-E synchronization, development of renewable energy, support and PSO mechanisms, and recovery and development of energy infrastructure
  • Strong understanding of Ukrainian primary and secondary legislation on electricity
  • Strong understanding of the challenges in the electricity and renewable energy sectors in Ukraine
  • Experience working with high-level stakeholders, including the Ukrainian Parliament and government entities as well as international partners and the business community
  • Proven ability to facilitate discussions and to build consensus among diverse stakeholders, ensuring alignment on critical policy and regulatory priorities
  • Strong organization, analytical, and project management skills
  • Experience designing, analyzing, and implementing energy policies and strategies
  • Good understanding of trends and practices related to the electricity sector and renewable energy
  • Good writing and communication skills, including the ability to communicate complex information and deliver verbal and written messages effectively
  • Experience supervising and managing staff
  • Full proficiency in English
  • Proficiency in the MS Suite: Word, Excel, PowerPoint, Teams

Preferred Qualifications

  • Master’s degree in electrical engineering, economics, business management, or related field
  • Experience on donor-funded international projects or U.S. government–funded projects
  • Fluency in Ukrainian

Physical Requirements

  • Frequently remain in a stationary position sitting or standing at a desk

Additional Information

  • Employment type: This is a full-time, fixed-term position
  • Work schedule: Monday – Friday, standard core business hours (9:00 AM – 6:00 PM local time); some flexibility required but must occasionally overlap with United States Eastern Time business hours
  • Work location: This position is required to be in the office for at least 60% of the weekly working time (all arrangements subject to review and may change at the company’s discretion)
